Which Persona are you using in Publisher, and what View Mode have you selected (View menu)?

Document Resolution. Make two documents, use whichever common paper format you are used to (Letter size or A4 size), one at 72 DPI/PPI and one at 300 DPI/PPI. You'll see the difference.

Therefor it often helps to make a B&W darker silhouette like copy of the image, so that the sky colors can be better/easier distinguished from the rest of the image. Then performing the sky selection on the B&W copy and taking it over to the color layer. Finer (small) parts of the guardrail of the curved bridge can be addressed then in a second turn.

While you and I as humans would say that the N95 photo is of a "white" mask, if that image were truly white, we wouldn't see anything but white. But in fact we see colors or tones that are not white - albeit very close to white. Not as colorful as a photo of an amazon parrot, but it is an RGB image and I'd think that Photo could change whatever pixels are there. Perhaps vibrant colors are required for the "Color Replacement Brush" to truly shine. If I look very closely, I can see a color of my choosing being imparted, but it's faint, probably because, as you intimated, it isn't a colorful enough image from the software's point of view..too many tones for which the R, G and B are pretty close to each other. Just thinking out loud here..

maybe PaulEC's suggestion to use the regular brush in Multiply will get me where I need to go.

I’ve posted both the file and a screen movie of what I did in that file.  For some reason it appears that a master page element is affected by my adjustment as opposed to just the one, single item (an image of a sunny sky).  
Is there a way to instruct Publisher / Photo persona to adjust only the desired, selected item, and no other items?

Is there a way to have brushes “remember” the size they were last set to? I’m working with a pencil and an eraser right now. I need each to be a certain size and one is larger the other. When I adjust the eraser to be a certain size, I find that the pencil is that size, too. If I adjust the pencil to a smaller size, the eraser takes that size, too.
The Brush tool and the Eraser tool are two different tools with different jobs. It seems that they would be able to remember the size they were set to. I see nothing in the preferences that enables a feature like this.

I'm with the people that want Publisher to have text format output options.  I've created five books in Publisher and it's my go-to publishing tool, BUT for this project I want to do a Kindle reflowable edition and need a doc, docx or rtf file.  I was actually shocked to find that NO CAN DO in Publisher.  Would this be so hard?  What's the problem?  
If I have to switch to another app -- meaning I have to export all my text via copy and paste -- then next time I won't bother with Publisher at all.

Saving them outside the Sandbox (Home Page) is an important part of the normal workflow, and if you've been doing that then everything is already where you can easily access it from V2 (or move it to a better place using Files).
If you haven't been saving your work regularly, then you should probably consider adjusting your workflow anyway. But this is really about iPadOS and the way it organizes applications, not something Serif and the Affinity applications can do anything about.

Agreed. The card I used is a US card. Since I’d provided every bit of information requested, the failure to go through was puzzling on my end as well. 
 
I’m glad an alternative payment method was provided. 

Think that it does the ‘rounded’ join simply by default, not sure why…seems like default would be the other way around, applying strait line joining. 
‘Tapping ‘Join’ again…simply converts it into the straight line join. Guess it gives the option…1 tap join- rounded nodes, 2 tap join- straight line. 🤷‍♂️

Where is the shortcuts icon for those using a physical keyboard?
 
EDIT: it appears along the bottom when a working with text.

It does require a double tap from the fields panel yes. However you may also want to use the shortcuts available from the keyboard - tap the top left icon and you get quick access to special characters, fields, etc.

I Airdropped a Publisher project folder ( appx 1.6GB total ) from M1 Mac Mini to 2nd-Gen iPad Pro 12.9”
Opened with iPad Publisher lickety split, no squawks, no issues.. Resource Mgr alerted me to missing assets. I pointed it to the folder where they all resided, found one image, Publisher found the rest.
I’m only 20 minutes into using it..sure was worth the wait!

Ok. Thank you. Grabbed the apps and I see the screen where you can either purchase or activate. I’ll do that bit later.

Out of curiosity, why are they referring to 'Publisher 2 iPad', where's Publisher 1 iPad?! Unless they are also bringing out Photo 2/Designer 2? And what about Publisher 1 Desktop?

Are you using a really old version of Word?  How are you trying to 'open' your PDFs?  I've opened (File > Open) PDF's from various sources straight into Word on a number of occasions over the years.  Right-clicking a PDF on my desktop and selecting Open With > Microsoft Word also works.
I'm using Word 365.  At work, I've had Windows-using colleagues open complex PDF's straight into Word 2019 and possibly some older ones using Word 2016 in times gone by.  The results have been a little mixed but have usually sufficed.
In a couple of quick test documents produced just now out of Publisher, I selected the "PDF (digital - high quality)" export preset.  I wonder if some of the other presets my not work so well (or better!)?
