I'm going to upgrade my 5 year old macbook later 2019

If I purchase a copy for Mac now, can I deactivate the license on my old MacBook and reinstall it on my new MacBook without an additional fee? If I purchase the copy on the app store, will it makes it easier for me to transfer the license?
