I've used Adobe (Macromedia) Fireworks for years and they have a really way to add noise to a graphic (basically a bunch of tiny multi-gray scale dots). It lets you vary the amount of this effect also. Then they have a nice selection of motion blurs that you can use to make your noise filled graphic into a brushed stainless steel look. It works really well. They give you motion blurs and radial blurs as well. It would be great to have an effect feature like this. I continuously go back to Fireworks to reproduce this effect.
