How to Crop entire photo to specific size

Hi,
This is not quite what we are after. I Photoshop I can create a preset e.g. A4 (210mmx297mm) the crop tool will then maintain the ratio so that I can crop the whole or part of a photo to A4. Photoshop will resize the image (up or down) accordingly. The resulting image is then exactly A4 proportions.
I have tried multiple different ways to do this in Affinity but with no joy. The closest I can get is to resize the image first, this is so the image bigger that the required preset size and then crop but this defeats the objective as you lose the flexibility.
