Hi dibella87helen
Please make sure your layer is selected in the layers panel and is a (Pixel) layer, not an (Image) layer. If you find your layer is an Image, not Pixel, please right-click it and select Rasterise.
If your inpainting tool is still not working, please make sure your Opacity and Flow are set to 100% on the context toolbar.
