my inpainting brush tool does not work, all other tools seem ok

ive been using duplicate layers and creating presets for future photos, suddenly today i can see adjustments in right hand panel but no longer can i find layers so i can apply vibrancy and selective colour etc, before flattening and saving a image.... where has this option suddenly gone???
