So a new update has been release but there is nothing on Windows store. Why are they not released the same time ? When will it appear on the M$ store ? Thanks

So i have various pictures i want to put together to make a banner for youtube,some images need to be resized smaller,right now i have tried dragging the corners but cannot get them the way i want without losing quality. What is right sequence for achieving this , i also would like to know what key i hold down but vertical and horizontal changed without losing the aspect ratio or quality Many thanks Daniel
