That's not a ghost artboard. In Designer, you can have documents without artboards, and this is what you end up with when you delete that single artboard. 

We are aware of the second issue. In the future, please create one thread per issue

We can't replicate this here. What is your screen resolution and scale?

It cannot be the same issue. Windows doesn't have a custom pressure profile inside Preferences. Please create a new post so we can investigate it.
