I just tried this by creating a square filled with black and an fx colour overlay set to R:30 G:0 B:0, I then opened it in Affinity Photo (APh) and took a reading and got R:29 G:0 B:0
File was RGB/A sRGB IEC61966-2.1

Hi Rawker and Welcome to the Forums,
I get the same as @toltec and @R C-R when using the Pixel Brush tool set to 1px (on Mac,Windows and iPad). The only way i've gotten it to appear as in the screenshot you posted, was when i was using the normal paint brush set to 1px.
