DTP Cicero is not DTP Pica and
DTP was used just to ensure that (not the old Didot point but) the “actual” unit is meant. Experts see at a glance: 1(0) DTP Cicero = 12(0) DTP points (compare the last two rulers).

Well, Affinity does generate a message. If the user can read and does not want to export the smaller file, he could simply cancel the export box or/and change his strange settings.

Welcome here, AD user.
1. Your design is about 632 inch by 295 inch / 16 m by 7.5 m at 300 dpi.
2. You are trying to export a 17 GPixel JPEG file, which is not possible. You could try to export TIFF.
The quickest solution: Print the original file directly or ask the printing company to do this (with one of the trial apps).

There are infinite ways like using the Pen Tool, the Trapezoid Tool, the Rounded Rectangle Tool, … even the Text Tool.

2. Create rectangle on 0/0 with the size of the canvas
3. Paste Inside (the rectangle)
4. Export

But it should. Cropping should not be needed. Because we don’t know your export options, we don’t know what exactly went wrong.
Having your file and/or selected export options, we can give you more information.
((PS: Using snapping, exact cropping should be very easy.))

Seems AP only used the preview picture of the EPS file because AP could not interpret the real data. Can you try the same with (the trial of) AD (Affinity Designer)?
