OK, issue solved!
Did not know that the RAW Engine in Develop Persona Assistant must be set to Serif Labs in order to enable Output as Embedded or Linked.
I had wondered why it seemed possible to do this in the past. Must have changed the setting to not Serif Labs to experiment not realizing it changed output to Pixel only.

In the stock panel we list a selection of stock image providers for the convenience of our customers on the basis of it being a free service. Unfortunately in the case of Unsplash they have begun demanding license fees for their API which is the reason they have been removed.
The good news is this only affects Unsplash, the other options of Pixbay and Pexels continue to be available.
Of course should you wish to use Unsplash images you can download directly from their website using a browser and then import into your Affinity apps by drag & drop or File -> Place, as you would with any other stock library not listed in the panel.

Found the file. Something must have gone haywire. I removed the com.seriflabs.affinitypublisher.plist file from my Library/Preferences folder. Now AFPub is reset to "factory settings." Dock tools is available again.

Hold down Control while starting up, this will clear user settings, take a look at the screen and see if there is a specific mention of Tools there.

Have you not yet noticed the pair of Tool Options you can add to the Affinity Publisher Beta main toolbar? One enables guides editing & the other enables page origin editing. I suspect both will find their way into the 1.7 versions of Designer & Photo.

I don't want to overwork you guys, because I appreciate everything you're doing. I just want to share an idea I thought of for Affinity Designer; a table tool. Designer is for vector artwork and layout, right? Well whenever I worked with tables, I actually always used Microsoft Word, not Excel. The functionality that the tool could have is to align content and text more efficiently. You would be able to choose an alignment for rows, columns, and cells. You could merge cells, split them, distribute rows or columns evenly, and of course, hide the borders. Back when I used Yahoo, I came up with a make belief competitor called Tada. I used a table to make its directory (at least 7 years ago now).
So what do you think? Would a Table Tool make a good addition to Designer? I think it would come great for layout and UI designs.

I'm finding when laying out tabular data that it's a pain to add/edit tab stops only from the small text input field (some of the UX there isn't really good either, as I can't seem to scroll down the window when I have entered more than 5 tab stops).
Being able to see the tab stops on a ruler (similar to InDesign) to be able to click and drag them to adjust would make viewing and adjusting the paragraph tab stops a million times better.

To use this beta, simply download the file from the link given above and double-click on the file to open the installer. Follow the instructions to install the beta version. The beta sits alongside the Mac App Store version and will not interfere with it.
Improvements / Fixes

This issue was already fixed on both Photo and Designer Betas (you can get them from the Beta section if you want).
The Mac App Store version will be updated in a couple weeks.

It would be great if the rulers had the following functionality:
Right-click: change units
Cllick and drag on the upper left corner: Set the page's origin (zero point)
Shit-drag: moves the guides in whole digit and fractional increments (0.25", 0.5", etc.) This could also be a Preference setting (increments).
Additional unit: Percentage (of document width and height), so I can drop a guide at 25%, 50% of the width or height of document... real handy :)
