Affinity Designer would be the right choice here.
Do you still have the vector file or only the pixel document?
In the latter case, the pen tool in Designer would be my tool of choice.
If this is a vetor you only have to ad an outline to the strokes. Move the ends a little out of the canvas

It has been written elsewhere in the forum that LTSC versions of Windows (10/11) are not supported.
An MSI/EXE installer will not change this.

Publisher is a competitive DTP programme, but only a mediocre PDF editor, which is fine.
If you are looking for a cheap real PDF editor, I recommend Ashampoo PDF Pro 3.
Click on the download button on the page I linked and simply test the programme. -
I can understand the displeasure of users who bought the V1 only a few months ago, but not of users who have received large and small updates for free for many years.
Serif is a small software company that has weighed up how much discount is economically justifiable.
And as I read it, all (registered) users of V1 get a money-saving package (possibly brushes, overlays or something else).

Correct, my suggestion only works for newly installed programmes. Programmes that are already installed can be moved via,
Start -> Settings -> Apps -> Installed Apps and click on the three dots to move them. This only works with UWP apps.

Run your Affinity app in administrator mode then try to open your files again.
