I don’t have the book handy but you can Inpaint a pixel selection area using the Filters Studio. Make a pixel selection first, select the Fill filter and set the mode to Inpainting. -
Why ? There are hundreds of plug-ins that people buy for Photoshop. I bought several, including green screen software because Photoshop didn’t do it. By your measure, Photoshop is hopeless? You could buy Photo, plus a tracing software for a fraction of the cost of Illustrator (or get Inkscape). I have used tracing software from the days of Adobe Streamline and I think Inkscape is better. But none are that good, so I rarely use them. Designer does 96% of what I want for 20% of the cost of Illustrator (which does 99%). Designer is getting better with free upgrades, so far.

It would be interesting to see if rather than using a Threshold adjustment, maybe Levels followed by Black and white would match the Sketch Drawer result. I am not on a PC at the moment, so can’t try. I must say it was very easy to do in Photo. The hardest thing was knowing which result to go for. -
It should work if you just drag the rectangle to the nesting/clipping position of the text layer. (When you get the partial width blue bar, from the thumbnail to the right hand edge.) That worked as soon as I tried Windows 1.6.4. You don’t need to convert anything. If there is a bug in your version, an alternative would be to set the text as solid, use it to mask the rectangle (drag it to the vertical bar on the rectangle thumbnail) and apply an Outline Layer Effect.

I had something similar a while back. It turned out to be a memory module (1 of 4). There is a RAM tester (Memory Diagnostic Tool) built in to Windows, in Control panel under Administrative tools. Search for Memory. That tracked it down and I eventually found and ended up discarding the offending memory chip. It took a bit of trying, removing the chips one at a time and starting Windows again until I found the bad one but I got there in the end. It all worked perfectly after that, despite being down to 12 mb. I suggest you start with that.

@Kiarian I isn't really a "synchronise from defaults" What it does is set the attributes of the selected item to be the current settings. "Defaults" is a bit misleading. "Set as current" would be better. If you want to save opacity, set the opacity in here Go, Edit > Defaults > Save When you click on this one, It will apply whatever you saved as the current attributes for everything (including opacity if set in the context toolbar swatch, as shown) for shapes or closed paths. If something is selected, it applies the attributes to that.

Hmm, that does only seem to change one layer, although all new items created have noise. Opacity doesn't change either. Not sure if that is the way it is supposed to work or not?

The results will always depend on what is in the images but another thing you try if you want more of an "edges" effect. The pencil sketch effect might leave in too much grey. I used this image because the black in the bodies makes it a very difficult subject. Go Filters > Detect > Detect Edges Invert the layer, Layer > Invert Adjust the levels. Layer > New Adjustment Layer > Levels. Apply a threshold adjustment. Layer > New Adjustment Layer > Threshold And adjust until you like the result. The slider makes quite a difference to the output. This is just one outcome, you will need to experiment until you find something you like. Or not! A different setting. Not too bad for a difficult image. Paint out a little bit of the black if you really want to. This is the result from following the pencil sketch approach for comparison. Probably too much grey for your purpose? As I said, it will depend on the image.
