Hey andrew_p,
I think the icons are the wrong way around. On the desktop versions, the arrows facing out are for Pinch. The arrows facing inward are for Punch, which is right.
If you press the ? icon in the bottom right on the iPad, you will see the icon label but the arrows are suggesting the wrong action. I'll log this with development.

Hi All I don't if anyone already pointed out when you import from photo library it doesn't keep the name but instead it rename with Untitled. When you import from iCloud it does.

Excellent, thanks. I was wondering about my use of twenty quid for a while there. (Oh and I did try the search function before posting but didn't find that.)
BTW for anyone who comes here and would like not to have to read their way down a long thread the short answer is:
"It will return in the next released. It looked like it was missed moving to the new photo library."

Hi SweetP,
There is: it's called Select Sampled Colour Tool. It's the 6th icon on the toolbar on the left (starting from the View Tool (the hand icon) in Selections Persona. Select it, tap on canvas to select the colour you want. Use the Tolerance control on bottom to adjust the tolerance. Seems there's a few issues with this tool... checking this.
