Welcome to Affinity Forums
This is not possible in the current version of Affinity Photo (1.5.2). You have to crop and scale in two different steps/operations but we already have improved the Crop Tool for an upcoming update so this should also be possible soon.

Here is what I am used to do in Photoshop:
Select crop tool
Enter specific size in pixels
Drag/resize the frame so I get what I want from the picture
Hit enter to crop AND to resize to the exact pixel numbers I chose.
When I try to do this in Affinity Photo, the pixel numbers I chose changes when I drag the frame. The reason for choosing and exact number of pixels was to lock that. But it seems like it behaves exactly as the unrestricted crop. Is there a setting I am missing?

With the crop tool in PS I can set a size (like 100x100px) and then make a selection in the image and with enter-key get the cropped area in the px dimensions entered. T
If I set absolute dimensions and resize the crop border, the dimensions change accordingly.
If I set the pixel size as a custom ratio, the result will have the right ratio but still the original pixels contained in the crop box. It would need to be resized in a second step.
A "crop and resize to xxx by yyy pixels" option would be consistent with PS and really helpful...
