Has Anyone Else experienced this issue? At this point the software is useless to me.. when selecting the clone brush.

This is what I noticed I did a test... This only occurs when I select the clone brush tool and deactive it... when I try to use the heal tool afterwards the layers become locked. I don't believe I have a selection. This is frustrating. I opened a new photo and was able to edit the layers... once I selected the clone brush tool and then moved back to the heal tool the layers become locked again.

Please help. I can't edit layer with Wacom Tablet or Mouse.​ It's like the layer is locked but it's not. Please see screenshot.
