Buying a windows copy for someone else, if I put in my name and her email when I order, will she be able to change the name on the account? Thank you

Hello, I'm trying to buy Affinity Photo for Windows as a gift. I was just going to go through and fill out the recipients name and email and use my credit card, but the card was declined. I'm guessing because the name doesn't match the one on the card. So my question is if I put in my name when I buy, will she be stuck with my name on her account? Thank you.
