    You could take the elliptical tool draw it over your image, then select inverse from the select menu, then go to filters, or live filter select gaussian blur and that should do it.

    An alternative to the method supplied above would be to draw an Ellipse, use “Mask To Below”, add a Gaussian Blur to the mask and then adjust the ellipse as required, see attached video. There are probably other ways which may be better for you depending on exactly what result you want with a particular image. (With this method you can get a white background, if you want one, by simply adding a white rectangle below the image.)

    That's easy ..
     
    Of course you must first select the people from the background and put them on a separate layer( 1st video) or just put the outline on a separate layer (2th video)
