In the Colour Management screen, do you have a system profile set? It should really be sRGB. That setting which I asked you to uncheck overrides the system profile but if the system profile you're using is corrupt then you need to switch it to a fucntioning one such as sRGB IEC61966-21 as pictured here:
Try matching my settings.

@Chris B My "Device Profile" was set to "System Default (sRGB virtual device model profile)". I don't think I have ever changed this. It seems to be the Windows 10 default and I seem to remember it being the same before the version 2004 update.
I set it to "sRGB IEC61966-2.1" instead and now both photo/designer installers run without crashing! Both apps launch correctly too. Thanks!
This must be a new issue in Windows 10 2004, because I'm pretty sure I had the same settings before the update.

I've been stuck on PS CS5 for a while. After trying Photo, the layered EXR support (and price!) convinced me to buy it. Congrats on the great release :)
