    For the record, I chose the "PDF for Export" option. This appears to turn off rasterization.

    And how well the file extension hack works is entirely dependent upon the contents of your file.
     
    There are types of effects that while they will be vector in a pdf will be rendered as a bitmap in AI. To what degree this happens is variable and, like mentioned, is dependent on the contents.

    Export your designs to PDF, change the filename extension from *.pdf to *.ai and then sit back and wait to see whether any of your clients notice the difference!
