Affinity Designer should develop with the ability to draw in perspective. ArtRage and PaintStorm also have this function. But these are programs designed for artistic painting. -

Pinegrow and CoffeeCup are interesting but they do not have the ease of use and friendly interface. Serif Webplus X5 has it.
