Hi BabyAzerty,
We can't set the rulers to percent but you could add some guidelines (View>Guide Manager) that has a Percent checkbox and if you add a vertical guide and a horizontal one both at 50%, you'll have a cross hair in the middle of the canvas and placing your dot in the middle. If you enable snapping, you can then snap to the Guides
