    I'm not aware of a way to do this currently, the existing lock layer functionality is restrictive on locking both scaling and object transformations simultaneously without a way to toggle only just one or the other, so I think it would be a feature request.

    A similar query to this has been raised a while back in the thread linked below, I believe this is because the iPad also uses a Retina display so the same logic applies that MattP has outlined in the thread when trying to match your document to 'Actual size'.

    Evidently I'm using 96 dpi, I had to search to find this. I think I set it long ago such that SVG exports were compatible with CNC . 
    I just tried resetting the DPI to 192 (96 x 2) and I get the same idiosyncracy.
    Edit: Paul's response below reminded me I should have included my device specs, a 3rd gen. 12.9" iPad Pro.

    When in the move tool, as well as other object creation tools such as shapes, picture frames and artboard tool, pressing Return or Enter will now show a new dialog, allowing you to specify a precise distance you want to move your current selection. e.g. below I am moving the apple 100px to the left and 200px down. As you can see that also shows what it means in terms of what angle and distance that relates to. You can alternatively choose to manually specify distance and angle. 

    The original position of the object is indicated with a light grey box.

    In addition you can chose to duplicate the object to the new position, and also specify how many copies of it you want to make. In the below example I've moved the item 200px at a 45 degree angle and checked the duplicate box, and 5 copies. This results in a total of 6 apples.

     
    As you are adjusting any of the values you will get a live preview of your result. You can choose to cancel the operation with the Cancel button (or Esc) or commit with the OK Button (or Return / Enter) or simply by clicking off the dialog.
    The dialog will optionally remember it's previous values the next time you bring it up when you have "Previous Settings" checked, meaning you can move multiple objects one by one by the same amount (for example in a case where items are on different spreads / artboards or in other cases where achieving a multiple selection of them to begin with is difficult). A Reset button is also available to quickly zero all the values in the dialogs to start from scratch.

    As well as manually typing the values in, you can also change them by click-drag on any of the labels, or using mouse roller when hovering over any of the input boxes.

    Rotation

    As has been requested during the beta of this feature we have now added the additional option of Rotation. This again makes it easy to rotate an object by a specific amount. It also opens up some useful options when used in combination with duplicate.

    e.g. in the example below I have created a ring of 25 evenly spaced squares, by moving the transform origin of the square and choosing a rotation of 14.4 degrees with 24 copies. TIP: you don't need to get your calculator out as all of these fields accept equations. So in this case you could just type "360/25" in the Rotation field to work out 14.4 degrees is the required value.

    You can also try playing with a rotation and distance step on duplicates for various effects. e.g. below a couple examples with a line and a star where copies are being stepped by both a distance and rotation:

    Those are the document margins. To hide them, you can turn on Preview Mode (the icon to the right of the magnifying glass in the upper right corner). If you just want to hide the margins, but not other items like guides/grids, you can tap on the arrow next to the Toggle Preview Mode icon, and deselect Margins. You can also remove/hide them by, clicking on ‘Guides Settings’ at the bottom of the Toggle Preview Mode menu, and tapping the eye icon under the Margins section. To remove the margins set all values to zero. Hope that helps!

    iPad versions of all apps now have the preferences available on desktop versions to set the decimal place precision of different unit types. We expect these preferences to be reflected in all areas of the UI - i.e. if you set mm to be 3 decimal places then in the transform panel, sliders and all other controls you should now see any values in mm to 3 decimal places. This should also be shown when you go to edit any values using the single tap - calculator on any field.

    I absolutely concur, I need more decimal places in the display for line size and object position especially. Ideally this precision will be adjustable in preferences as done in the desktop version. I understand the real estate challenge of implementing it on iPad but I'm sure the clever folks at Serif can solve that. For example, use rectangles instead of space wasting circles.
    Currently I often have to re-enter a size for a given object just to verify that it's as expected in order to fit a new element. All my current work, for CNC use, needs 0.01 mm accuracy.

    I suppose it depends on how you work. I know which adjustment I want, and rarely use presets. For me, as you say, it would be better to get rid of the Adjustments Panel, and just use the adjustments from the Layers Panel instead! It just seems easier to have the Adjustments Panel open, when making several different adjustments, rather than having to keep opening the list from the Layers Panel.

    The I’ve never understood why having to click to select the adjustment, then having to select the default or a preset, was ever considered better than one click to open the dialogue box, with the default settings, then only needing a second click if you wanted to change it to a preset. Surely it would be easier to open the dialogue with one click, and only click again to set a preset if you wanted to use one!

    Easily done if you mean for new adjustments. In Preferences > Shortcuts, just set the the first popup to Photo & the second one to Layer. Scroll down a bit to see this:

    Now just click in the field on the right for the adjustment shortcut you want & add it.
