Your artboard has to be the intended size after the print establishment trims it. So in your case, the artboard has to be 24" x 36" in size. The only elements that should exceed the artboard size are the elements that have to bleed off the artboard.

If the document is set up to be measured in pixels, then the transform panel shows the pixel position number of any bounding box selected corner in move mode, or any node when using the node tool. In the current version of AD, when objects are moved while snapping is on, there will be a small number displayed at the center the snapping lines. That can help getting within a pixel or so w/o using the transform panel controls.
W/o using a grid, you can draw object and give them the exact proportion you may need by changing their sizes w. the transform panel tool.

It will be in 1.5, and 1.5 will be coming some time soon. About as accurate as I'm going to be for now, but the feature is almost complete and ready to go into the next big Beta.
And, since we like to do things slightly better, Gaps and Spans will snap with arbitrary axis (so will work with isometric, etc).

Welcome to Affinity Forums :)
We don't currently support exporting of native text to PSD. Other features like certain adjustements, FX Effects, filters etc may have to be restructured and/or rasterised because the PSD format doesn't support Affinity's file structure/features directly. It's also a proprietary format, poorly documented, which makes it harder to comply to its specs.
So while we try to offer the best PSD compatibility possible, it's unlikely that we will be able to fully support it.
