Works here as expected - but if you want to stay with editable text choose "Erase" as a blend mode instead maybe:

Which raises the question where you got the font from?

Nope - with node tool enabled there is "join curves" and "close curves". Good luck with it.
I´d start over from scratch using the existing lines as a blueprint... make a bold stroke from it and go Layer->Expand Stroke - then color fill etc.

All segments are separate and not connected.

This sounds odd as even with no stroke width assigned the node-tool should make it visible - except your Layer is "unchecked" for "is visible".

Should be easy:
1. draw rectangle
2. Type text upon
3. select both objects and go Layer->Geometry-Subtract
Or add the text "inside" ("Insert inside of selection") the rectangle and set Blend mode to "Erase" and text will stay editable.
When you just need transparent text or objects over images set the Blend mode to "Erase".

Aside from I was talking about Designer and you´re in Publisher - the procedure seems the same. And this don´t work: drag select and move?

That´s an interesting question I asked once too, getting no answer though - having a stack of 365 images.
That a whole new stack would not align may no wonder but how would it be when you take the last "frame" form stack 1 into the second account and the last frame from a second stack to a third pass and so on?
How you´re going to "animate" the whole stack in the end?

What does the Status bar at the bottom of the window say when you draw a rectangle with the Move tool (V) around a selection?

Strange. Works here. Any Layers locked perhaps?

Select and go Menu->Layer and/or Layers panel-> context click Group/Ungroup or cmd+G or shift+cmd+G.

At the upper "table" all numbers and horizontal line are doubled BTW.

I don´t understand why you need snapping here. Can´t you just group the whole thing and move it?
