What's the difference between Vector Brush and Pencil?

Hi All,
I've been using both the Vector Brush tool and the Pencil tool and I'm not sure what the difference is between them. I wanted to create a filled area like with the Illustrator blob brush, but alas they both seem to produce a dynamically stroked path. Am I missing something? I really wish there was some explanation online about the tools.
