So how would one create a vector from a solid bitmap? Is the only way to trace with the Pen Tool?

Hi, I'm trying to convert a basic bitmap image to a vector

I'm able to create a selection of the bitmap but can't see a way to convert the selection to curves.

The convert to curves seems to do nothing.
