If you're using Ventura note that preferences/settings have been completely redesigned. It's in System Settings > Desktop & Dock > Menu Bar as shown here.

If one Affinity app isn't showing Recent Items but the others are then maybe deleting the mru.dat file for that app might help. It contains the list. Quit the app first, delete this file, restart the app, open a file, quit again, and restart the app to see if it's now in the menu. You can find this file here:
    Users/<user name>/Library/Application Support/Affinity Photo 2/mru.dat
    Cheers

@walt.farrell thank you for explaining. It is such a long process to cut and paste when I am working with 50 pages of book in Affinity Publisher.
Hopefully Affinity introduces a new toggle switch function in near future.

I do hope the devs over at Serif will consider this feature for the 1.x series. It's one of those things that I as a raster artist can't really live without. Currently I use Inkscape to compensate for this shortcoming in Affinity, but it would improve the workflow and overall value of Affinity Designer immensely from this single feature for what I like to do with vector art (i.e. converting my sketch drawings into something that can be reused to save a lot of time for a finished product).
