Magnetic lasso mode is quite well hidden! When you choose the Freehand Selection Tool (on the same toolbar flyout as the Rectangular Marquee Tool) the Context toolbar acquires 'Type' buttons so that you can choose between freehand, polygonal and magnetic mode.
