[Mask will not work]

I have been trying to paint on a mask layer added to a curve adjustment layer but the paint brush tool has no effect; it only works on the background layer. The screenshot shows the layout. I have been following a tutorial so I don't know what the problem could be. Any guidance would be appreciated.
