looks like it's the tool bar in affinity photo as well
However I still don't know how to get the tool settings pane into the tool bar.

On my other Mac suddenly the panel in which I can adjust tool settings (here in the screenshot marked in red) suddenly disappeared.
(in Vectorworks for example it's called tool bar and it does axactly the same thing like in Affinity Photo - it shows options to the actually chosen tool)
However I still didn't manage to reactivate the tool bar on my other mac.
