It also seems that it isn't listed in the menu, so I'm sure development has dropped for that product.
As for the main topic, you can do such a thing, but there is no custom preset to add pop art. You will have to do it manually, but here is a video that shows a technique that is fairly easy to follow.

That's always going to make it difficult to create a selection with tools such as the Flood Select Tool or the Selection Brush Tool!
Try drawing around the subjects with the Pen Tool. Once you've created a suitable outline stroke, press the 'Selection' button on the Context toolbar to convert the stroke to a "marching ants" selection. You can then invert the selection, leaving only the background selected so that you can delete it.
