OK, mystery solved. We were all using wrong Brush tool. Take a look at the brush icon. If you press B key few times, you cycle between different tools. The one that is acting wierd is Color Replacement Tool. Weird that noone figured it out. Cycle through the tools until you get Paint Brush Tool active.

Hi there! I have the same issue. It is looking like each stroke of a brush is placed beneath the previous one and each has a bit of white halo. Any idea how to solve the issue?
