When I am in separated screen mode, I cannot bring up the context toolbar. What's the problem, what's the solution? Any suggestions?

Regarding the "Scale Objects by a PercentageTutorial": In the Transform Panel, the instruction is to use the minus-sign Icon for subtraction: the plus-sign Icon for addition; the slash-sign Icon for division. When I do, everything works successfully. But, the period-decimal-point Icon does not work for multiplication. I've tried all sorts of combinations and nothing that I have done makes it work. What is the problem? Is this a software or a hardware problem? This is a dilemma. I can multiply by dividing by the reciprocal but that's too confusing. What's the better solution?.
