You are right, there are feature differences but I was only talking about the tool icons on the left that I screengrabbed, which looks about the same.

Oh boy, I know the design tools looked the same, I compared them before, so I don't think there is a difference. Is there? 😅

I think the tools are the same on Ipad, I am asking about the ipad even though it was easier for me to capture the desktop screenshot. So, I am guessing the Publisher doesn't have the corner tool then.
