Just to add to this, I duplicated the same problem with copying a table from Apple Pages. Paragraph breaks in a table cell in Pages are interpreted as new rows in Publisher, and it added a blank row above the pasted results.
It's not terrible when copying a single column, but with multiple columns it's a mess.
This is the table in Pages - all the cells have the same line and paragraph breaks but you can only see the symbols for one cell:

Hi, there's a known bug which prevents the table formatting controls from appearing when the Table tool is selected.
The workaround is to go to Preferences > User Interface and change the Font UI Size from default to large and then switch it back (or vice versa). Then try editing a table again and the formatting controls should appear. You may have to repeat this each time you start the program until the bug is fixed.
