[Reducing Noise in Specific Part of Scene]

New Affinity Photo V2 user.  So I type in denoise in search bar on Affinity Photo Help menu, click on denoise in the search results and am taken to a page with a before/after photo of a bird.  In this photo noise reduction is applied globally - to the entire photo.  Can I apply noise reduction locally - for example, just to the background, not the bird?  And how would I do this?  Thanks.
