Thank you both. It is working as expected now; for some unknown reason the child layers were staying visible when the parent layer was hidden, but having set each one invisible individually, I can now control the visibility with the parent.

In Publisher (2.2) is it possible to set child layers so that they inherit visibility from the parent. I have a number of circular designs for which it is helpful to use a series of concentric circles as guides. I would like to group these under a parent layer and have their visibility inherited from the parent so I only need to toggle the parent layer visibility to hide/unhide them all.
