[Affinity Designer Export to PDF Not Respecting Layer Order]

Opening the created PDF in AD shows the layers in the correct order. When I open the PDF in Acrobat Reader DC, the layers are reversed.

I'm new to AD and helping our art dept mock up table cover designs. We use templates of the table covers on the top layer and all artwork goes on a bottom layer. This allows the template "safe lines" to appear on top of the artwork. We export to PDF to send to the manufacture. The PDF looks correct, but in the layers panel of the PDF the artwork layer moves to the top. Is there way for AD to export to PDF AND respect the layer order?  Thanks
