I decided a system reboot was in order and that seemed to fix it. Odd behaviour with this OS version.

Hi and Thanks,
That helps - I did find a Perspective Tool on the left of the interface under the Mesh Warp Tool which I have used instead.
I worked pretty well, but not as good as a distort type tool does in PS.
It took me a while to find it but I got it to work.
