I'm not sure if this is what you're asking for, but in Affinity Photo you can generate a colour pallet from either the current image or from another saved image.

Please be aware that ‘locking’ doesn’t preclude painting on the layer.

Welcome to the forums
You just need to select the layer in the layers panel and then hit the padlock button towards the top right of the panel.
