    1) Make several vertical stripes.
    You can use a procedural texture (Download at the end)
    2) Merge Visible and Filters > Distort > Rectangular to polar
    3) Gradient map (Optional)

    In addition to the methods above:
    If you just want solid colours, or a gradient from inside to outside, then the Cog Tool will do that (perhaps with Radial Gradients) – see attached image.
    If you need to have the gradient going from one side of each sector to the other, as per your second image, then a triangle and the Power Duplicate functionality may be better suited; it’s possible with gradients in a Cog but a bit of a pain.
    There will probably be lots of other methods.

    One other possibility, if you are not comfortable using the Pen Tool, is to build the shape from simpler shapes.
    In my attached video I have used the Heart Tool, Ellipse Tool, Geometry Add, Node Tool and Corner Tool.
    My example was created very crudely and you will need to experiment to get things looking as you want but you can probably see how to use the existing shapes to draw some complex shapes quite quickly.
