Styles from layer effects don't copy in absolute terms

I have a very similar workflow ( I am publishing books with lots of photos and docs ) and I am having the exact same issue. If the Style isn't going to apply the Style the same way every time, then it really isn't a Style is it? And is quite useless as a feature.
