@ashf Thank you ashf. [Enable the Copy as SVG Option] solves the problem. In the YouTube video, I wrote "solved" in Japanese, but forgot to write it in English. @Dan C Is it really a problem on the Windows11 side? Why does turning on the "Enable copy as SVG option" fix it?

I have this bug in my environment. The virtual key 255 is looping every second. The loop continues even after I quit Affinity.

A similar problem has been reported on Twitter in Japanese. It seems that changing the resolution of the image fixed the problem.(Before 2736x2500px -> After 1440x1080px) JP: Affinity Photo でjpg出力すると、白い線が時々入っちゃう。(入る場所もランダム) EN: White lines appear in Affinity Photo's jpg output. The location of the line is random.
