Yes, thanks Alan. Share does work, but it reduced the jpg file size by about 75%. I don't see a setting (as exists in Export) to maintain the full file size.

I have the same question. I can open files from iCloud Photos Library, as they appear under "Media", but I don't see "Photos" when I want to export. I can use the Share extension to send a file to iCloud Photos Library, but it downsizes the file and it can't be the "right" way to do this. Given the importance of iCloud Photos Library, there should be a direct way to do this.
