Edit > Preferences > Colour
The default profiles are used.

The colour panel always matches the document profile regardless of whether that is the default one or not. Only when you are viewing a different colour model (e.g. rgb sliders on a cmyk document) will those defaults be used as the conversion profile.
I'm not sure if it's documented anywhere, these are just my observations from using it.
