Using CTRL for measuring guide copies layer

I want to measure distance between object. For this I'm following the measuring guide tutorial: https://affinity.help/designer/en-US.lproj/index.html?page=pages/DesignAids/measuring.html?title=Measuring%20guides However, when I click CTRL with the Move tool selected the layer is copied instead of measuring distance between objects. What am I missing here?
