How can I put lots of names into the shape of two numbers for a school's leaver's hoodies?

Lisa N posted a topic in Pre-V2 Archive of Affinity on Desktop Questions (macOS and Windows)

I've been asked by a local school to make their Year 6 leaver's hoodies. On the back of the jumpers they want the names of all of the pupils written in the shape of 21 for the year they're leaving. Can anyone help please?
