BTW forgotten to tell you, that when you are going to export your whole ADe doc, or selected layer portions from it, as SVG, that then the ADe export panel also always tells you if something will be rasterized (exported as base 64 embedded bitmap) or not (all being plain vectors) here.
Export will be rasterized, aka will contain bitmap portions for the exported SVG code/file ...
Export will not contain any rasterization, thus being plain vectors here ...
Further you can slightly force via SVG settings under the more button how to generate the SVG output code. - And beside that you can always prove inside a text editor how the SVG XML code has been finally generated, which is sometimes important to check as you can always edit and alter it there to individual, specific needs for SVG view box adaptions and the like.

Well, your generated SVG file ("Test auf dem Desk.svg") contains for the Wimpel, Buch and Mast layers also bitmap/image data, thus it's not plain vectors here. - Probably since the used mask for Buch, covers parts of Mast and Segel here.
You can see that if you open the generated SVG code inside some text editor ...
I would in your case alter the Buch curve accordingly, so no mask is needed here and rework Mast, as the later is causing the rasterization here then!
Other than that SVG exports would look Ok here.
Here's your file named as "Test_neu" and "Test_neu.svg" which don't contain any bitmap/image base64 encoded rasterization and thus can be exported as plain vectors.
