locking should prevent ANY accidental activity on that layer. you have this in photoshop. you have this in clip paint studio. I just opened clip studio to check. this is basic stuff!

ok! didn't know that. strange and a bit stupid. locking should mean just that. completely locked down. no action on that layer at all!
